The area hasn't flooded, so we can't be sure the dams are what prevented the flooding. We'll also just ignore the 50 years of evidence concerning the increase in flow & rise of rivers, lakes, etc. during periods of high and prolonged rain. It obviously doesn't apply in that area, because it didn't flood. So, go ahead and open the gates.
